Any photo-shop like program can reduce the number of colors through the posterise function. There is your stencil.

Example:

Print 3 of these and cut out 1 color in each of them. There you have your 4 color print (white being the first).

They're pretty good dude. You should develop a comic strip around them. Not all comic strips are like the ones in the sunday paper, there's some pretty oddball stuff out there that your drawings would go well with.
