What's a man's neck size when his dress size is 3X?

I'm trying to buy a man a dress shirt as a gift. I don't know his neck size, just that he typically wears 3X for his casual clothing. So roughly, what would his neck size be?

i would guess at least a 17 1/2. my husband is an xl-xxl and he wheres a 17 but he likes it a bit loose.
