What is this picture called? Or this type of picture? Or who draws them or something? There's like a whole series of these sorts of pictures (different themes though) but the same style and I have no idea what to search for when I try to look for them.

They're by an artist called Jeff Thomas. There's two characters called Pon and Zi. He has a gallery of pictures on his website www.azuzephre.net

those are called emos. im not sure how to search for them...lol emo isnt working!
try hugs emo or sad emo. put an emotion before it.
