Perhaps there is an instinctual process involved however, I do not believe, if I understand your question correctly that it has anything to do with herd instinct or following a lead no matter where that lead is headed. I think it has more with self actualization in an understanding that for a society to function certain morals are essential and the role each individual plays in the function of that society. That is not to say that all morals fall under this guise however lack of morals in the governing or function of a society result in the regression of that society and anarchy is the result.

I disagree. I don't believe humans have any instincts. Morals are taught and learned through trial and error. Since "you get more bees with honey than vinegar," it's in a person's own best interest to have some morals.

Makes sense,.......... since as the number of individuals in the society increases the need for order becomes greater.
If it is up to me and you and someone else to get along it would be rather simple to agree and coordinate with each other because you said this and he said that so I know the nature of my cohorts needs and desires,and vice versa.
If we introduce a stranger to our group that person's needs and desires have to now be considered and thus a bit of diversity occurs.
The one after that one likewise and so on until that number exceeds what can be known and anticipated on a one-on-one contact system, then a one-on-several contact system and on untill its complexity out strips practicality.
At this volume it becomes imperative to establish general criteria to govern behavior--not just laws but general strictures from which laws can be generated, likewise upon which adherence to such laws may also be ajudicated !
PRESTO now you have morality ! at least the beginnings of it.
What started it ? the individual who wanted to get along well with his fellows !
