No it doesn't gain at all. What happens is that when he is fat, the fat covers his penis so inches of it cannot be seen or felt very well.
When the fat goes away, the rest of the penis is uncovered. It was there all the time, but couldn't be seen until the fat is gone.
This is the fat of his pubic area, above the penis and around it. The penis itself does not have fat.

What you are likely referring to is the apparent size difference which is created by losing fat around the base of the penis. The penis itself is anchored to muscles which reside underneath the fat, and therefore a person losing significant amounts of body mass might see a "size increase" which would actually be the result of less fat engulfing the base of the erection, rather than any actual increase in penile length.
However... the idea that there is a set # of pounds which results in a set # of inches is, first off, ridiculous - as these kinds of changes have a great deal to do with body-composition, the location of the fatty buildup and the nature of the weight loss... and second, dangerously ignoring the fact that a person pushing 280 pounds (barring them being 6'5" or so) has some serious health issues which should probably be addressed before worrying about the size of their erection.

Nope, your penis stays the same no matter how much weight you gain or lose (cept if you gain a whole lot it may disappear). Cuz really, if you were to grow 2" for every 40 lbs, and lost like 120 pounds, you'd grow 6", thus bringing you to a size 13", and that's highly improbable. But a girl, on the other hand, when she loses weight loses it from her breasts first (too bad it doesn't go there first when you gain it!)

I've never heard about it getting bigger but I have heard that it gets smaller if a guy has a big fat gut because the muscles of the fat stomach pull the muscles making it appear smaller.
