I recently saw Kinky Boots (don't get scared of the title) which is based on a true story about a man who tries to update his fathers shoe factory and finds out that there is a need for drag queens to have feminine shoes that can withstand the weight of a man. Very cute.
Also The Birdcage with Robin Williams and Nathan Lane
I don't know if they are PG 13 but they are really young people friendly and sends a good message out.

Girls will be Girls -- Awesome movie....all of the stars in it are drag queens.
I agree with everyone on the Birdcage but, it is more of a politcal statement.
Priscialla Queen of the Desert is another great drag queen movie.
You could also try searching http://www.logoonline.com for a more complete listing or maybe http://www.gay.com or one of its affiliates for a complete listing.
All I can say is the fact that there are lots of them out there so try em all!

There is Torch Song Trilogy, of course.
For a different twist, try Victor Victoria. In this, Julie Andrews plays a female singer who dresses as a man in order to get a job (sort of Tootsie in reverse).
If you want a film that touches on gay and cross dressing and other gender issues, try Transamerica. It's a beautiful film that explores human relationships and how society's attitudes tangle things up.

Not strictly 'drag queen' but both deal with cross dressing; Mulan and Tootsie (Dustin Hoffman is hilarious).
She might also enjoy Beautiful Thing, OK it's a gay-boys teen urban fairy tale love story, but the girl, Leah, does lots of Mama Cass songs. Not sure of the rating.
BTW, Brilliant gift idea.

I think that would totally be acceptable. Make sure that you tell your parents that the guys are just friends, nothing more. Especially if they (your parents) are picking you up after the movie is over it is totally fine. I know my parents would have been a little unsure about it but they would trust me and let me go. I have been to the movies several times with friends. Go for it and ask them. Good luck!
