Because it costs the govt. more than it costs the oil companies. Every gallon of gas you buy has an associated cost in building and maintaining roads and bridges, air pollution, respiratory diseases, time lost from work, not to mention an expensive war in the Gulf every ten years.
If all those things were actually paid for by a gas tax, gas would be around $7/gal., and that's why it costs so much in Europe and Japan.
In fact, the cost of gasoline now includes maintenance of large permanent military bases in the Middle East and hundreds of American deaths per year, apparently on a permanent basis.
As it is, drivers and transportation are heavily subsidized by other sectors of the economy.

tax is not a profit. the gov't uses this money to build roads, bridges, etc. It is not to build their wealth as it is with the oil companies.
