Put the numbers in order...

17, 21, 22, 22, 26, 30, 38, 59, 67, 85

Since your list has an even number of entries we must find the middle pair of numbers and average them to get the median. The middle pair is 26, 30 so the median is 28.

put them in order from least to greatest:
17, 21, 22, 22, 26, 30, 38, 59, 67, 85

then cross out one by one on each side. so first 17 and 85. then 21 and 67. and so on

in the end, you get stuck with 26 and 30.
26 + 30 = 56
56 / 2 = 28

28 is the median

The difference exists because the labor negotiation and the management are each using a different average (one is using the mean, the other is using the median) to support their case. I'm not exactly sure which one is using the mean and which group is using the median... But whatever the case, the labor negotiation is supporting their case by using the SMALLER of the two measures (that is, they chose the smaller of the mean or median dollar value), to show that the company employees (on "average") are being underpaid and have good reason to demand a raise. On the other hand, the management is supporting their case by using the HIGHER of the two measures (that is, they chose the smaller of the mean or median dollar value), to show that the company employees are being fairly paid (on "average") and have no reason to question or demand a raise.

first arrange the numbers in ascending order
17, 21, 22, 22, 26, 30, 38, 59, 67, 85
count the number of numbers whixh is 10 in this example
if that is even 2n = 10 then find mean of nth and (n + 1)th numbers, that is required median
2n = 10 => n = 5
median
= mean of nth and (n+1)th
= (5th + 6th)/2
= (26+30)/2
= 28

If number of numbers is odd = 2n+ 1 then (n+1)th number is the required median.

resort the numbers first
17,21,22,22,26,30,38,59,67,85
start crossing out i from the left and one from the right until you have your middle value(s) in this case they are 26 and 30. the mean will be the average of these 2
(26+30)/2
56/2
28
