I'm sorry for your loss. He would be your brother in-law.

No, He is your brother-in-law's brother. No more, but having said that, there is no reason why you can't accept him as family and love and respect him as if there was a marriage or blood connection. Then again, its just occurred to me that its the opposite and you'd rather have nothing to do with him, and in that case, limit your time when you're at the same functions etc, but for gosh sakes, respect him and be polite as he is related by blood to your family and specifically your sister. Hope this is a help.

If it was your sister in law on your side of the family it would be your brother that died. If it is on your husbands side of the family it would be your brother in law regardless. His family becomes your family by law upon marriage.
As far as the party goes, I think everyone will understand if you don't show due to the circumstances.

I don't see why it would matter he might have been important enough to you for you to call him brother!!!! So that's what counts and far as the party, screw it if you need time to greive do that! Now personally I would be there for my sis, instead for a party, I know that she is hurting, so I would be there for her! I also know of people that might go to the party instead to get the whole death out of their mind for a minute so that they coiuld be a bit more helpful to the immediate family with a clear mind and not all bussled with the grief of losing a loved one! So you make the call and stay focused we all have to go at one time or another! I will be praying for your family.

A true in-law would be related to you by marrying a blood relative, so no, he was not your brother in law, he was your husbands brother in law.
Don't worry abouot the party when you've had a death in the family, others should understand.

Any employer would understand your circumstances, just give them a heads up if you think they would be upset. You could send an email or leave a message explaining why you wont be able to make it to the party and they should understand.
Im very sorry for your loss,
