Yes you can wear whatever you prefer for as long as you want. I personally don't like the bulky feeling of pads, but I have plenty of friends that only wear pads, oh and we're in our 20's & 30's. Although, if you ever want to try tampons again, try the slender kind. They are really small and skinny. One thing that may be making it uncomfortable is that you may not be inserting them properly. Remember you have to be completely relaxed for it to go in as far as it needs to. If you have it in properly, you shouldn't feel anything, except the little string hanging out, which for me is better than feeling like you're wearing a diaper. It is perfectly normal to wear pads until whenever you feel comfortable or for the rest of your life.
I tried the tampons without the applicator when I was your age and it didn't feel comfortable. But when I tried the ones with the applicator I found that it was much easier to put in and wear. It is a different feeling than pads especially if you are still a virgin.
Try buying both kinds of tampons (or get one from friends) and try each one on a day that you are relaxed. you might be convinced that they are better than pads.

Im in Australia and the best brand out here is Carefree Mini tapered because it is tapered at the end like a bullet shape, has a silky outer cover to glide in easily and is very small - about the size of your pinky from the tip to the first joint. Dont know if that brand is over where you are but look for something that has similar. I found Tampax with the applicator harder to use when I first tried at 15 and was a virgin. I was like you then and didnt know even how to angle it and couldnt seem to get it the whole way in. But as yo become more experienced and less frightened of your body it is second nature. Sit on the toilet rather than stand and put a foot up on the loo for the first few times. This will keep your muscles in the vagina totally relaxed - dont tense as it wont slide in. For the first time wait until the 2nd or 3rd day when your blood flow is good - it will slide in easier. No, it doesnt hurt so long as you keep relaxed and dont tense up. Spread your legs and take off the plastic wrapper and pull the string so that it dangles down from the tampon's middle (that is what you grab hold of to pull the tampon out and why I like Carefree because the string is looped and not cut so you can pop your finger in the loop to take it out). Slowly angle the tampon's head towards your back (have a look at the photo to see how your body's internals work and then tilt the paper at the same angle you would be if you were sitting and that will give you an idea of which direction to push it. Gentle twirl the tampon as you push it inside you like screwing or unscrewing a top and use a little pressure to guide it in deeper further and further. You need to push it up with your finger - the pointer finger to about the 2nd joint so that it goes up past your vaginal muscles which is what keeps the tampon inside you and stops the leaking. To change - go to the toilet and tug on the cord - if you get movement then the tampon is ready to be changed - usually 3-4 hours on heavy days and at the start and end of your period I leave it a bit longer - about 4-5. But dont leave them in overnight - use pads then. Leaving in used tampons for too long can cause you to get toxic shock - fever and infection. Sorry to be graphic but I remember only too clearly how confused and innocent I was the first time so I felt I needed to be to make you fully understand what to do. Absolutely. You keep doing what feels the most comfortable for you. I have never felt comfortable wearing tampons. Even when I have them in right I can still feel them. I am 30 and still use pads when I get my period.

i got my period when i was 12, and i wore pads until i was a senior in high school. then i started forcing myself to wear tampons, to get ready for sex and just because pads feel so bulky and uncomfortable. but i know it's uncomfortable when you first start using tampons; i really hated using them at first, and i hated the idea of sticking something in my vagina, but seriously, the more you do it, the easier it is. and tampons are sooo much more comfortable than pads; now i ONLY wear tampons, except at night. but yeah, just go slow with the tampons and wear pads until you feel ready to use tampons. then when you're ready, maybe once per period, force yourself to use a tampon so you gradually get used to it.

I started wearing tampons from the day I started my period and I wore pads at night. That is my preference and they are more comfortable to me. If you are not comfortable wearing them, that is fine, just keep wearing pads. My sister has never worn a tampon in her life and she is 23. Tampons are not for everyone.

It is totally ok to still wear pads if that makes you more comfortable. I am not a big fan of tampons either (and I am 23). Just make sure you change often.

I'm 27, and I still don't like tampons. You wear whatever makes you feel comfortable, and don't worry about what other girls wear.
PS- if a coach or anyone at school ever tries to tell you that you *have* to wear tampons, it is bs. Tell your mom. They don't have that right.

They are always uncomfortable until you get used to them. There is nothing that says you have to wear tampons all the time. But I promise you will learn to love them! Take as much time as you need, and make sure you try the pre-teen, or light days to start off. they are smaller and will be easier to get used to.
