First of all, I'm not sure what this has to do with Law and Ethics. Are you getting married civilly, by the law, or by the church. If you're getting married by the law, then you don't need to do your first communion. That has nothing to do with the law, that is church related. If you are getting married by the church then that is another story. It all depends on the church. You'd have to ask your priest.

You can get legally married regardless of if you have received your first communion. Religion has nothing to do with the legal validity of marriage. You can even get married by a judge in a courthouse.
If you want to get married in the Catholic Church, you have to follow their rules, though.

you can have a civil marriage or a marriage in another church (or both) if the catholic church has requirements you can't or won't accept on getting married there.
in the meantime, I am sure any priest will be happy to answer this question for you if you ask him.

Of course you can get married.
Now, your church might have it's own rules that "they" won't marry you, but you can still have a civil marriage, or in another church.
