The band must be
eaither Prog Metal or Rock
Older than 1990

Fates Warning
Zebra
Angel Witch
Edit: Yes I've heard of Praying Mantis and I too love Zebra. I've seen Zebra live a number of times as they like to tour Long Island, NY and I live in Connecticut.

Hey Darth,
These guys might not be up your alley but still, they rocked.
They still do some rare shows.

Then again, maybe you encountered this little best kept secret from Atlanta back in the early MTV days.
Vintage stuff from the day.
If ya find that you might want some tracks, I'll make em available.
Edit:
The Producers
Whoever did their myspace is a script junkie. The page does extract.. eventually.
Remember now, these guys were early 80's and were new wave (not punk). Probably too pop for you but they were pro players and worked their butts off. They did 340 shows in 14 months during 1981/82 and had a couple semi-hits.

I'm more of a metal person than rock- so here are some good progressive (older) metal bands and albums:
Voivod- especially Killing Technology and Nothingface
Fates Warning- Parallels and Perfect Symmetry
Vanden Plas-Colour Template
