The movie was called "Duel". The driver of the sedan was Dennis Weaver (he starred in the detective series "McCloud in the 1970s), but all the viewer sees of the truck driver is his left arm.

That scene sounds familiar. The movies I've seen like that are, The Hitcher, and Mad Max. Is it an older movie, or fairly new. Imdb.com has all the movies. Also, you may can search if you know one of the actors names. There is and old hitcher movie, and a new one. there also was this movie, called breakdown, I think. It may have had kurt russell in it. I am not too sure its fuzzy though. check blockbuster, or a movie place. there usually is one guy who's seen them all.
