Many Scandinavians also have dark hair. Many also have more melanin (tendency to tan rather than burn) than other people. Also, many people everywhere will have very light blond hair as children which darkens as they grow older, even to black, before greying. Who knows?

Many British do have dark hair, the majority of East coast England has blond hair and blue eyes after 2000 years of Anglo Saxon Germanic settlement.

The original population of Britain were dark haired and you can see that particularly with the Welsh Irish and Scots I do not know about the Angles but I suspect they were fair haired. The fair hair is mainly from the Viking and I think the Saxon invaders. The population of these islands was quite small until 20th century

This is because Scandinavia is located in Europe's blondest zone and we could add Baltic region as being quite blonde too. However the Brits are not specifically darker than other European groups, there are many Brits who blonde too.
