here is what you do, go to party city or party america (which ever one you have or similar to)
get about6-10 party bags, in them they have all sorts of party type toys and usually have about 8-10 toys in each bag, but it varies. Then either hand one toy out to each kid as they get off or fill up a bucket and tell them to grab one on the way out. The bags are like 2 bucks each

my kids bus driver hands out candy, now I dont like that cause they eat it right before dinner, and its hard to stop them cause when they come down the steps its already in their mouth

Read your q yesterday. had no ideas. then this morning.........

Go to a bakery supply place. They have those little toys that go on top of cakes. They must have a school bus. 67 of them at about twenty cents apiece. Thread a xmas ribbon through them and Voila! an ornament for the tree.
Put in net bag w candy cane or something.

Winter themed pencils with a small treat tied on like a rice crispie treat. They are prepackaged and allowed in our school district. Candy is forbidden. Total cost should be minimal enough....Don't forget that red and green ribbon make anything look like Christmas.

Have a bucket of candy and allow each of them to grab a handfull as they EXIT the bus. Followed by a "Merry Christmas". You can't get them each a gift. Not possible!!!

Homemade cookies or holiday candy wrapped up in holiday cellophane and tied with a ribbon. You could also buy a box of plain ornaments or decorative ones, write each child's name on one with permanent marker and "2007" and attach it to the "bags."

Enjoy your day!
