Every form of organized government has at least one and at most a very small group, that is realistically in charge. They may not be the leaders in name, but they are the de facto rulers of the nation. Therefore, every form of government, from democracy to theocracy to fascism to communism is logically equivalnet to either a monarchy or an oligarchy.

Think of it this way. Imagine a country with nuclear weapons. These weapons are under strict controls and safegaurds. Typically, they require two people to fire, and only certain people have the necessary codes to do it. If the leader of the coutnry wants the nukes fired, he sends an order to the silo, and these two people fire it. Or, they may decide not to, and face the consequences of insubordination and treason. Alternatively, if those two men decide, they coudl launch those missles without an order from the leader. It doesn't matter who the leader is, because those two men are the ones actually in control.
