hi:-)For some people maths is difficult.I'm from Kazakhstan and the level of math that we do is really hard so the question is quite easy for me but i understand that is not for somebody.
i hope i can explain it to you or at least i can explain what to write:-) here is the answer:
y+3=2/5(x-1) -the original equation
Multiply out the brackets and you'll get:
y+3=2/5x-2/5 (because you multiplied 2/5 by everything what was in the brackets i.e. x and 1)

Now you move the 3 to the other side of the equation with the opposite sigh and you'll get:
y=2/5x-2/5-3
Now work with the numbers-you need to do -2/5-3 (ignore 2/5x,it stays the same because this is the form you needed it)
to do the numbers you need to put 3 in the form of fraction as 2/5.Your denominator is 5 as 2/5 has denominator 5,so you put the common denominator 5 and work with the top: you need to multiply 3 by your denominator which is 5 so you get 15 as 3x5=15 and you leave the 2/5 as it is so you get:
y=2/5x-2/5-15/5 (you got it from multiplying 3 by 5 and writing it as a denominator.
After: - 2/5 - 15/5= -17/5 (note the signs,don't forget minuses) so in the end you get y=2/5x-17/5
And i think it's what you wanted according to your corrections in details:-)

Let me write it continously so you know at least what to write:
y+3=2/5(x-1)
y+3=2/5x-2/5
y=2/5x-2/5-3
y=2/5x-2/5-15/5
y=2/5x-17/5

If you don't understand my rubbish explanation ask:-)))
Hope it helped:-)))

1 than 3 than 5

Multiply out the right side of your equation:

2/5(x-1)
2/5* x - (2/5 * 1)
2/5x -2/5

Then, get y by iteself:

y + 3 = 2/5x - 2/5

y = 2/5x - 2/5 -3

3 is actually 15/5

y = 2/5x - 2/5 - 15/5

y = 2/5x - 17/5

y=2/5x-17/5

The first step is to use distributive property:
y+3=(2/5)x-2/5

Turn the 3 into a fraction:
y+(15/5)=(2/5)x-2/5

Subtract 15/5 from both sides:
y=2/5x-17/5

y+3 = 2/5(x-1)

y+3 = 2( x-1) /5 , transfer 5 to other side of equation

5 ( y+3 ) = 2 (x-1 ) , multiply 5 to x+3 and multiply 2 to x-1

5y +15 = 2x-2, transfer 15 to other side it becomes -15

5y = 2x-2-15
5y=2x-17 , transfer 5 to other side of equation it becomes a divisor

y= (2x-17) / 5 or y = 2/5x -17/5

y + 3 = (2/5)(x - 1)
y + 3 = (2/5)x - 2/5
y = (2/5)x - 2/5 - 3
y = (2/5)x - 2/5 - 15/5
y = (2/5)x - 17/5
