In a clear atmosphere, that is to say, an atmosphere with little scattering from anything other than air molecules, the existing scattering is called Rayleigh Scattering which is inversely proportional to the fourth power of the wavelength. Therefore the shorter the wavelength the greater the scattering. Hence all but the longest visible wavelengths in the red part of the electromagnetic spectrum are scattered away from a beam of light. This red spectral rich beam when reflected from the water droplets of a cloud reflect red which explains what you observe.
And since there are few scattering aerosols in the atmosphere which besides producing a different type of scattering also are the nuclei upon which rain drops form, the chance for rain is greatly diminished. Thus Jesus quotes the meteorologists of his day with the paraphrase of "Red sky at night sailors/farmers delight".

To the, of course, excellent and professional answer of 1ofSelby's, and as a long time sailor, I'd like to add that the full seafarers' saying is: Red sky at night, sailor's delight - Red sky in the morning, sailor's warning.
The latter is probably due to the fact that air with much moisture in the morning is a telltale sign that a frontal low is on its way.

The sky is redder as the sun goes down because the dust particles in the air reflect light differently. Therfore making a beautiful sunset.
