Jefferson (1801 - 1809) doubled the size of the country with the Louisiana "Purchase".

Jackson (1829 - 1837) democratized the election of presidents and discredited and ignored Native American claims to autonomy and title to much of what is now called the Old South.

Polk (1845 - 1849) doubled the size of the country again with the accession of Texas and the spoils of the subsequent Mexican-American War.

Jefferson
Lincoln

Washington because he was the first and his policies and conduct shaped what the presidency was all about and what it was not to be
Jefferson because of his first term expanded our country from ocean to ocean by the Louisiana Purchase and he kept us out of European controveries to an extent of not having a war
Lincoln because he helped keep the country together. Granted he suspended the writ of habeas corpus and trials were not imediate but things could have been far worse and his dictatotial power would have lasted for years under the guise of Reconstruction.
