The tropics. Anywhere close to the equator that doesn't have a high altitude will rarely experience cold weather. Especially if it is close to the ocean or a large body of water.

Any place right along the equator, like the Seychelles Islands or Madagascar. I live in San Diego (about 7 miles inland) and it rarely gets that cold here. Last winter, it was the coldest it's been in about 40 years, which was about 27 degrees at night and that is freezing with sea air.

Being a desert rat myself, I can tell you Las Vegas, NV and its surrounding areas match 2/3 of your criteria. It does get terribly hot in the summer (over 120F/48C easily), but it's less than an hour's drive to Mt. Charleston where it is at least 30F colder. Las Vegas is warm in the winter (we were all shocked to have received any snow this year; it hasn't stuck like this since 1997) and has little to no humidity 99% of the time.
