Get some blocks of wood, sand off any rough edges and sharp corners. Paint with a child friendly paint in bright colors.

You could make them blankets (I don't know if the 6 year old would like this, but the 3 yr old might). An easy way to do this is get 2 pieces of matching fleece from a fabric shop. Lay them on top of each other. Make cuts around the edge perpendicular to the edge (so that you are cutting straight in from the edge). Space the cuts about an inch apart and several inches deep, through both pieces of fleece. When you are done, take one of the newly cut 'ribbons' from each piece of fleece and tie them together. Repeat all the way around the edge. You should end up with a double layered blanket with knots around the whole edge. You might want to experiment on a scrap piece of fabric first to get a feel for the spacing/depth of the cuts. For a variation, leave one edge open. This makes a bag that could be used as a stuffed animal bed or sleeping bag.

Purchase some fleece and make a tied blanket. You can get plain or patterned fleece put 2 pieces together and cut 3" slices all around all the edges then tie them together. This will make a very warm blanket. You can also just use one layer and do the same at the edges (just cut 3" slits) and if you pull on the "fringe" it will curl.
Have fun!

Super simple and not too hard on the budget: Fleece blankets for them both.

Pick out some fabric that you think each of them would like, and it's a no-sewing project! Can definitely be done in an afternoon.

Make a "My Family" game. Get pictures of everyone in your family, make cute borders for them using colored/patterned paper. Make name tags for them. The one who can read can match the names with the pictures. The younger one can just look at the pictures and learn the names. As they both get older, make a map for them, and have them pick out where each family member lives. When they can do that, get them notebooks to record everything the can find out about their family, such as birthdays, anniversaries, what they do/did for a living, etc. You can add to this game every year till they are older, and they will have a history of their relatives to keep forever.
