Looks like the police are not doing anything. Try talking to the District Attorney in your county. The county should also have a children and youth services department where the girl can get counseling.

Get your friends mum to talk to the police and find out what is going on. If they really are looking for him then tell them where he is.
There once was a guy who hid from police at his own house for forty years, all his friends and relatives knew he was there they just wouldn't tell the police. If police were told then they need more proof then someone said so to go inside the house after him.

How do you know "they" are not doing anything. You said there is a restraining order.

She is probably seeing a psychologist, or has decided to not do that. No one can make her do that though.

You can raise the issue with a trusted adult at school, they are required by law to look into it, and if they even suspect there is an issue to report it to the authorities.

Leave it to the police. Offer your friend help in getting to a doctor. Tell her to go to her school counselor for help. You should stay out of it. Go back to school. Your spelling is attrocious and you can better yourself far easier than you can "cure" your friend.

Call the D.A., and also CPS. If this doesn't work, call a lawyer, often they can get people to pay attention to these things.

(CPS= Child Protective Services)

Hum, perhaps hire a large, gay biker type and have him rape the stepbrother.
