The hardest part of these questions is turning them into equations to solve.
Here are my tips:
"What percent" --> n/100
"of" --> *
"35" --> 35
"is" --> =
"7" --> 7
Put this together and you have:
(n / 100) * 35 = 7
Divide both sides by 35:
n / 100 = 7 / 35
n / 100 = 1/5
Multiply both sides by 100:
n = 1/5 * 100
n = 100/5
n = 20
So the answer is 7 is 20% of 35
PROBLEM 2:
"18" --> 18
"is" --> =
"30%" --> 30/100
"of" --> *
"what number" --> n
18 = 30/100 * n
Multiply both sides by 100/30:
100/30 * 18 = n
1800 / 30 = n
180 / 3 = n
60 = n
So 18 is 30% of 60

I learned the "rule of 3" as a child and to this day is the only thing I use.
35 is 100%
7 is X
Multiply the 2 known corners (7 x 100) and
divide it for the one with the X (35)
7 x 100 = 700 divided by 35 = 20
