I have registered my interest twice and had no reply I am advised that a section 13 notice is required to force the leaseholders to respond.has anyone any information that might help me.

Yes - learn to use Google & you will discover that "section 13 notice" applies to Rent Increases .. .

PS As far as I know, it's not possible to force your Landlord to sell you the lease ... go look up the relevant Law and that's where you will find details of any Notices you can issue...
