It isn't the EXACT same meaning. Oral sex is a type of sexual relation. There are obviously many types of sexual relations that are not oral, but two people engaged in oral sex are having "Sexual relations".

Well..."Professional Ladies" charge less for it, so they don't see it as the same thing. And there certainly is less relating going on. It's a much less personal thing than coitus.
But, that's splitting hairs. It's in the same ballpark. And, I'm not sure that the difference is all that significant.
