if you do pesticides yes. just fertilizer no.
cut and hedge no
if you put in sprinkler lines may need plumber's licesne

I don't know if this helps but you will need an insurance bond cost - approx $250 per year, also General Liability insurance - approx $2500 per year and worker's comp - approx $1500 per year.
