No they are not for historic reasons. Ireland and Wales were subjugated and then colonised. A Union was made between Scotland and England. There is no love lost between the Celts and the Sassanachs
England has more fertile land, the greater population, and generally the greater resources, and London in particular since the nineteenth century has made itself a hub of world communications. That and its close proximity to Europe has probably aided the dominance of England
The natives of each individual country believe passionately in their own superiority.

No, under the present Labour government. Scotland is first, Wales is second, Northern Ireland is third and England is just there to be ripped off.

In theory, they are. In practice, the hierarchy is England at the top, followed by Scotland, and N. Ireland and Wales sharing a distant third.

No
Wales is classed as the lowest (off the record).
Then i believe it's Ireland, Scotland and England at the top.
The welsh fight each other (north and south) so they got no chance sorting things out with England.
Th Scottish are nice, but they get on my nerves because they are too nice.
Irish, i have only met Irish Travelers so can't really comment. or better not comment more like lol. No they are nice really, i have never had any problems with them.
However financially, i believe it is Wales, Ireland, England then Scotland
(didn't understand your question at first, sorry)
