Apparently it is a new form of perversion.The person's mind also need to be checked. Else he could have been under influence of some drugs.. It cannot be doing of any other person.I pity him.

Sounds like he was screwin' a pipe, and got it stuck....he or someone then cut the pipe to free him from it, but left part of it on his tally whacker...to which then he needed medical attention to get it off..........litterally
