I'm having a problem and i don't know what to do. I can barly do anyhthing on the internet because everything i go to gets blocked by "activex" and i dont know what to do. Should i delete it? And if so how do I do that?

ActiveX programs are small scripts that installed by web sites to allow the site to work properly. It is a part of IE and can not be removed.
Try running a repair on your IE. Control Panel > Add or Remove programs icon. If it is IE 7, you will find in under the list of installed programs. If it is IE 6, you will need to go into the Add/Remove Windows component section before you can remove and reinstall it.
(Switch to Firefox instead. Safer to use, more stable, and does not have the activex issue.)

no active x enables images ect on your comp, do not delete it
