What if I was to scream really loud would that scramble the signals?

If you are using your nieghbors WIFI, you are sending all your information directly to him (WEP or not). Not a smart thing to do.

Be warned that using someone else's WIFI - even with their permission - is known as "theft of services" and can leave you open to being sued by the ISP, and possible criminal charges.

Not to mention that should your neighbor make illegal useage of the Internet (spam, child porn, harrassing people - or worst of all download a song), you may find yourself being charged with his activities. After all, you have illegally hacked into his system - so it must have been you doing all the illegal surfing, right? (As someone who works in the IT security field, I see it happen all the time.)

Not smart to be using someone else's WIFI.

If you want other people accessing your network without your permission/knowledge, then yes, go ahead. But if you want privacy, and a secure internet, then use a WEP or WPA key.

If your banking, definitley use a WEP/WPA key. If not, people could steal your information. Trust me, it happens, and it's not rare, either. So stay safe and use a key.

Your naighbors internet? Like you used the house down the street's internet? I wouldn't use it, WEP or not.
