Good question. The wind is always reported in the direction from which it is blowing. Thus a northerly wind is blowing from the north. I believe the reader who cautioned that many may not use this fact properly on Weather Answers probably has the best answer.

From wikipedia:
"Wind direction is reported by the direction from which it originates. For example, a northerly wind blows from the north to the south."

Therefore, a northerly wind blows to the south.

However, given the variety of answers here, if you hear someone saying "there's a northerly wind blowing" I don't think you can ever be completely sure what they mean!
