The cost of NFL teams vary team to team. The Eagles, who I also would buy, are worth over a billion dollars, but becaues of how much it's worth has increased in the past 10 years, you'd probably need to pay much more than that to purchase the team from an owner who doesn't want to sell.
As far as changes go.... as you mentioned, we need another good WR. We also need reliable backup offensive tackles, need to overhaul our defensive ends (cut Kearse and Howard), and our secondary is currently lacking depth. Depending upon our budget and free agency, I probably would attempt to get a WR via free agency because it would have the most immediate impact. Having a top teir WR, Reggie Brown as our number 2, and putting Curtis in the slot (where he belongs) would be very dangerous. I'd probably also look to sign a DE in free agency (a pass rusher), and I'd use the draft to get the remaining positions. I may actually also look to trade Lito Shepard - he's constantly hurt, and he's looked pretty bad this season. There are probably a few teams who would give up a high draft pick or a very good starter at one of our other needs for him. Of course, as I stated before, we lack secondary depth, so that would have to be taken into consideration, which may make me keep him around while a drafted player gets a year to develop.
All that being said, since I am a fan of the team, I don't know that I'd be a good owner or GM for them - I have too much bias for my favorite players.

You are talking mid to high 6 figures, and teams like the Cowboys are in the Billions as they are #2 to I think the Giants. The only thing I would do in change if I was an owner and it still helped to bring in revenue and kept my team competitive is bring the ticket prices down and do whatever I can to stop scalping of my tickets so everyone had a fair share to get them, maybe even make it where you have to buy them at the stadium when you get there and walk in and not take them to the street for a profit and not let the true fan get in. I think its better to have every seat filled and supporting the team instead of people who can pay the over priced scalped ticket because they have the money and not all the seats filled. I think the fans help teams out a ton just like in Seattle as that 12th man is such an impact on penalties and motivation. Would do anything to get a full stadium and the team up and cheering and into the team.

Very few changes...maybe get rid of a Julius Jone and draft some offensive players in the first round for a change.

I think the going price is in the $300 million to $500 million range. You could google the figure for the Dallas Cowboys, I think they went for somewhere in that range. If I could own one team it would be the RAMS and I would move them back to LA yesterday.
