I think the easiest way to explain it is that the verb comes toward the beginning of the sentence and there is a question mark at the end, like your sentence. "Can" being the verb, is anyone capable...and then your question mark.

John is Tired is a declarative sentence. It makes a statement.

Is John Tired? is an interrogative. The verb "is" is at the start.

There are 3 ways that I know of:

1. Using the "verb/ subject inversion" ie putting the verb first and the subject after it, eg Are you... Does he.... etc.

2. Starting with an interrogative pronoun, eg Where, which, what, who ...etc

3. Following a statement with a question tag, eg She looks beautuful tonight, doesn't she?
