Somewhere where you are.
I don't know you, I don't know your house, so I can't tell you the best place.
There are programs, like Net Nanny, Cyber Sitter, etc. that will stop your kids hitting web sites that you do not want them to.
There are other programs that will log where they go and what they do so you can confront them with their 15 hours of playing Solitaire, but only after the fact.

Reading around here should scare the hell out of you and make you even more aware of the need to monitor a childs actions on the internet.
NEVER put the computer in the child's room and make sure it is locked down when you are not around to monitor.
Place it in the most used room of the house.
Then as you pass by look at the bottom of the screen and see what they are closing down as you pass by.

We have a computer room with multiple computers where we can see the kids; or in a corner of the room where your family normally spends the time.
There are also software solutions and ways you can monitor the computer when they aren't around to see what they have done.

Family room, living room, den, your room, but you should really trust your kids not to do stuff that makes you want to monitor them on the computer,or you can always(though i hate it myself, and there ways of bypassing them,Because I'm doing it right now)get a blocker system that is really hard to get to anything bad on the computer. But i don't recommend it.

Not in the bedroom or a study. In the lounge where you can keep your eye on them.
