If I put 18" chrome wheels a car that has stock 16" wheels, besides the tires of course would anything else have to be changed ie..brakes rotors, struts?

Nothing should need to be changed. make sure you get insurance that covers aftermarket add-ons. They will not be covered under a normal poicy.

nothing. accept springs if the ride height is too low which i don't think would be the case...
