I read in some websites that spywares are annoying and “static” while viruses tend to disseminate and “dynamic” in your PC.

The difference between a virus and a spyware is that a virus spreads itself. When a computer gets infected, the virus when then start randomly polling IP addresses, looking for any computers that are not protected, and sends the virus to them. No one has to do anything to get a virus on their computer. That is what is meant by a virus being "dynamic".

Viruses can be very destructive, because if you get a handful of computers on a company network that are all polling every other computer on the networ, the traffic can crash the entire system, resulting a data loss, corrupt hard drives, lost router and DNS information, etc. It can take a company weeks to recover from such an outbreak.

And that does not even consider any destructive payload the virus may carry. Many are designed to do additional damage within a network. Past viruses have been designed to format hard drives, to remove certain programs, to copy files back to the creator of the virus and then delete them, to copy the computer for remote access, etc. Such payloads can result in stolen information and loss of data.

A spyware is usually confined to one computer. It does not duplicate itself, and requires that someone do something to get infected (such as download a program or go to a web site). The affect of a spyware can be as "small" as popping up ads (annoying , but not really damaging), to the theft of imporatant information from your computer. Usually the damage from a spyware is less then a virus, because it spread slowly, one PC at a time. Inlike a vorus which can attack hundreds of computers in a matter or seconds. That is why they are considered "static" - they do not spread themselves.

Usually the monetary loss from a spyware is less, but it usually only involves one person. It is bad for them, but it is less damage then if any entire company is attacked. Plus usually the payload from a spyware is not intended to be as damaging as a virus. Viruses are designed to be fast, destructive and dramatic. Spywares are designed to be slow, sly and silent. The designers hope they will stay hidden for weeks or months so that they can continue to send you ads. So most often they are just annoying, not destructive.
