One of my Philippino friend( her only daughter-divorced- died in a car accident) settled in Holland got a grand daughter. Now the Holland govt is taking care of her in some institute for Orphan kids...My friend want to go back to Philippines and settle down there. Can she take the kid with her ? She is financially sound enough to take care of this child and this child will get her died Mom's property once she became 18 yrs old. Kindly help ..

This is primarily a legal matter. Your friend should contact the Dutch Child Protection Council (Raad voor de Kinderbescherming - see link below). If they cannot provide a direct answer they can refer her to an authority that can. She must of course be prepared to undergo a background check and provide all the required information. It might be advisable to consult a specialized lawyer.

Unfortunately, the Child Protection Council website is in Dutch but they do provide a few downloadable introductory documents in a number of languages including English.
