A sealer or glue that works in wet or moist conditions?

You don't say what type of pipe you plan to use this on.

If you are plan to glue a piece of PVC pipe clean it first with PVC primer/cleaner then before that even dries glue it with PVC glue made for wet work. The PVC glue for that application is called "Rainy Day" glue and is very thick. You may have to go to the local professional plumbers supply to find it but more than likely you will find it at Home Depot.

If you have room and no luck with glue you can use a Fernco Coupling. If it's on a joint you may have to use a Hub Repair Clamp.

I had this problem getting a tight connection with my drain hose to washing machine. The drain pipe was metal and the hose to washing wash pvc. I made at least 4 trips to Home depot and nothing would work so I used bathtub caulking inside and around the connection and let it sit for 48 hours and it worked. You might want to try that and it's cheap!

I used a Marine epoxy .came in 2 containers mix the amount you need .makes a paste that hardens.
Bought mine at Lowes

foam in a can,
at any hardware, then top it off with liquid nail.
