Totally not true.
Yes, Jewish youth from elsewhere in the world are encouraged to visit Israel in hopes that they will form a sense of identity and emotional attachment. They work at farms, hospitals, schools, or other community projects.
However, these kids are NOT trained to use arms.
This is malicious propagandistic nonsense.

I don't know if it's true but it sounds like a good idea to me. If I lived in a country where every nation around me was actively plotting my death and destruction I would take all the help I could get.

I doubt it, but even if they did, why do you have a problem with it. They cannot force Jewish people of any nation to do this. If they go, they go willingly. Besides, they share religious beliefs. I dare say, they would need to go to these lengths to accomplish the goal of having Jewish people in other countries, support them.
