Squid. I've been using it since 2001. It's GPL; and it will run on the kind of hardware you can get given for free, too.
When you've got it working, e-mail me and I'll give you some ACLs for blocking known advertising and tracking sites.
(* EDIT *) If you mean you want to find a proxy server run by someone else (not a proxy server to share your internet connection across your LAN / block unwanted sites), then look at port 3128 on any IP address that answers a ping. 3128 is the default port used by Squid; if whoever set it up forgot (accidentally or deliberately) to block inbound connections to this port at their router, then they will be running an open proxy server.
(* ANOTHER EDIT *) Don't forget that whoever owns -- or pwnz -- a proxy server is in a position to know exactly who was connecting to it and what they were retrieving through it. Someone could have much phun with that information.

You can browse the blocked websites with a web proxy, which is easy to use, and your privacy will be protected strictly. Samples are:

For more secure, you can access the proxy at https://www.browse-more.info. Which also makes the proxy harder to be blocked by your network admins.
