There are several nice ones(4 star) that do allow 18YO's to reserve & check into a room.

why would you go to vegas if you are under 21? you cant gamble, cant even go onto a casino floor, you cant drink. what's the point. casinos prosecute anyone who may put thier gaming license in jeapardy very severely to the full extent of the law.

If you are 18 you can check into any hotel but no one can gamble, drink or roam around any casino under 21, that is State law.

The only one that may not allow anyone under 21 in is the Wynn. All the others will allow you in, you're just not allowed to linger around slots/bars.
