Good question and here is the correct scientific answer. They may form in both the north and south Atlantic Oceans although they are rare in the south Atlantic. They form throughtout the Pacific Ocean on both sides of the dateline and north and south of the equator. They also form in the Indian Ocean, north and south of the equator, and the Bay of Bengal.

Tropical cyclones require warm water. Cyclones are most prominent in the Indian ocean and the northwest pacific ocean (the time of year is a major factor in this), although they can also form in the north atlantic and southwest pacific.

The only place they do not form is below the equator in the Atlantic. Most of South America is spared of Hurricanes.
