a - the state courts must follow the federal courts in interpreting the language

b -the state courts are free to ignore federal court interpretations.

c - the state courts may interpret the language to provide rights not granted under federal court interpretations, provided that doing do does not interfere with other, federally protected rights

d - jurisdiction over interpretation automatically reverts to the federal court system.
