It depends on what kind of bows you want to equip. There are a couple reasons why you can't equip the bows.
First you might have to get a license for the bow you want to equip. You must earn LP (license points) through beating fiends. Once you have enough you have to get to the License Board which is in the main menu. You don't exactly where that particular Bow license is going to be so you'll have to try a couple times or go to gamefaqs but they are divided into categories. Just look for Weapons with a picture of a bow on it.
Second, you might not have the required ammunition for the bows. For example, onion bows. You can pretty much purchase them anywhere.

As long as you have the proper license unlocked on the License Board she should be able to equip the bow. If you need to see the full license board, here it is:

The weapon section is blue, just click on that section to zoom in on whatever you need.
You need a free hand to carry the arrows, so you can't carry a shield. You can buy Onion arrows almost everywhere. Some of the better arrows can be purchased in the bazaar (by selling the correct items to make them show up), and some are dropped by certain enemies or found in certain chests.

Im currently playing that myself and I have no problems equipping fran with Bows, as far as arrows go im clueless too and I have the strategy guide. I never look at it anyway but I havent seen arrows in shops.

Not sure why you can't equip bows... are both her R and L hand free? I know you can't if you're equiping a shield.
As for arrows ussually just find them somewhere, but for the good ones you can buy them in the bazaar in bulk with another bow (ussually a weak one)
