I would have to say rock. Rock was the first shocker. The old school rap isn't like the rap now. Rock still cause a lot of controversy. Rap seems to be more of a problem now because of to many kids are trying to live the life that there sad role models are (rap stars) and getting shot and dealing drugs.

i would say rock, b/c when it was first getting popular it was completely different from the music people where used to and it seemed to stir up a lot of trouble, but by the time rap/hip-hop was getting really popular people were use to a variety of music

The rockers were the forerunners of all the other cultures (excluding Jazz and Big Band/Swing). Their impact altered the world. All else merely came after.

Hip Hop because of all the rivalry between artists. People attempt to link it with violence and gang activity. Also the whole Tupac and Biggie thing.

Rock because there are always mosh pits wall of deaths XD
and also lots of people getting severely hurt and killed in concerts

it's always 'shocked' people, even in the 50s and 60s.
people got offended by rap, but by then they were used to music they didn't like cuz of rock.
