I went to Tuguegarao and checked in at Hotel Delfino years ago. Would you believe this is the first hotel in Cagayan Valley with an elevator?

The Hotel is a good place to stay and can provide you with the basics., I've stayed there before and from what I know it has its own transport buses so boking can be made in the Hotel. This is also accessible as it is located strategically in the city.
