Kinetic energy by itself cannot be negative since v^2 is always positive. But if a change in kinetic energy is negative, yes, it means the object is indeed slowing down.

Kinetic energy is always positive because K.E= 1/2mV^2. Here V^2 it self indicates that it is always positive (since mass can't be negative). But the acceleration denotes the body is speeding up or slowing down. If acceleration is positive, then the object is speeding up and if its negative then the object is slowing down.

KE can never be negative.If an object moves slowly then KE may decrease but will not become negative.
