I have a 13 year old brother,and i have no clue what to get him, and he has no clue what he wants either, he doesn't really want any video games, and it can't be anything too expensive, does anybody have any ideas?

Yes, but you may not like it.

I would give him a few gift cards - one of which would be to a restaurant - so, that he could spend a day out with friends shopping, mall cruising and then, eating.

My son really appreciated these cards when he was growing up. It made him feel very adult and taught him to make decisions and deal with the world on his own.

If you cannot think of anything he needs... maybe he doesn't need more THINGS.... donate money in his name to people who don't have anything this Christmas... best way to help a young boy learn the importance of giving, and the real meaning of Christmas.
