If you go after the homeowner they will report this to their insurer and the insurance company will go to town with bigtime lawyers. They will investigate, police will be involved, the dogs will be put down, the owner can sue and charges are likely.
The person who owns the animals is responsible all of the way. But the homeowner will be is well. It depends on how you handle it.
So you decide..... freind or not. Medical issues from that sort of bite can linger and become apparent at a much later date. Think about this....... the dogs could have damaged her face or even killed her. How would you or she feel then? How would you feel if later someone else is severly injured and disabled when you could have done something about it? What if it was a child? Happened once and it will happen again.
This is one of those cases when one has to simply do the right thing regardless. Tough sometimes but sometimes you have to. The police must be informed.

Whoever owns the dogs is responsible for the damages to your friend.Why should the homeowner be responsible if he's not even there or doesn't own the dogs? And by the way...those dogs should be put down or seperated.Pit Bulls attack more often when there are more than one.It's an ingrown mechanism among dogs as it is in coyotes and wolves to attack when in packs.Not just pitbulls attack in packs...other dogs will too.Even the most tamest dog will attack someone or something if there is another dog who starts it.

The dogs must all be put to death. The owner of the dogs, the landlord who permitted his criminal renter to keep dangerous animals, the seller of the dogs, the parent company of the seller of the dogs, the police if it received prior complaints, the animal control authorities if they received prior complaints, any insurer that covered the above, and failed to force them to get rid of these dangerous animals, to prevent the injury, all should be named.
Next, see if there is any pit bull protection, advocacy, or promotional group. Sue them to ruin if they ever made false claims about the safety of keeping war dogs inside an apartment.
You might ask your lawyer to consult with a class action lawyer for any class claim against these entities.

The one that owns the dog is responsible. California law would find it difficult to hold the homeowner responsible, since he/she simply rents the property to your friend and has no control over the dog.
