Hair on the body is a sign of becoming an adult male. Sometimes a guy who is farther along in puberty than his friends wants to remain a boy a little longer and shaves his body. It is uncomfortable and usually very unattractive, but it's his choice. Hopefully when his friends catch up he will be proud to have this badge of adulthood. Being an adult has a lot of advantages, by the way, so fighting it doesn't make much sense and is futile anyway. But it's only hair, so it will grow back. Don't make a big fuss if he tries to stay a boy for a few more months -- hair fortunately comes back fairly quickly. He'll be fine.

I'm pretty sure that most don't. When I was at high school I saw a lot of chest hair on the guys, poking out from their shirts or when they look their shirts off, lol, so I don't think shaving was very common. (Just as well cos chest hair is hot!)
But if the 16 year old wants to then that's their choice. Sounds inconvenient and unattractive, but people have different views on that so they can remove as much of their hair as they want.

ok. Its normal to shave anything on your body you want! If you have hair and you dont want it there you go right ahead and shave it, but if your thinking about shving the penial area BE CAREFUL!!!!! that could be painful if you slip!

Yeap.
2 of my friends are hairy as hell there. One is 5'3, the other is 5'6. Lol.
One shows people...his "carpet"...which is just one long strip of hair, from his neck down to his...well you know.
